Competency model
MEPCO participates on the implementation of innovative management and development practices into municipalities and cities, mainly through interesting method of competency modeling. This approach is more widely used in the private sector, however, with the support of EU funds, this concept has been gradually implemented into the public sector as well.
Competency model for municipalities aims at streamlining management processes, development and evaluation of employees. It introduces systematic approach to these processes, particularly in terms of accurate and efficient education plans, which save time and money. Competency model also improves staff appraisal system (through clear and measurable competencies and required level of their achievement by individual employees), or recruitment process as well.
In practice, the implementation of a competency model to the everyday reality of municipality is fully dependent on the specific situation and needs in various cities. In general, the process starts with an analysis of the current situation (in particular- organizational rules, job descriptions, etc.), from which through we prepare systematic and clear description of the requirements for each job position. The next step is represented by the audit using various types of instruments (questionnaire, 360 ? feedback, psychodiagnostics, etc.). The main goal of the audit is to determine the competency level of employees in comparison with the requirements set in the competency model. Next step is the creation of educational plans / cards for each employee. This type of plan / card contains a list of competencies for the employee, their current level and the proposal of specific trainings, which the employee should undertake to achieve the desired level in selected areas. The plan / card is also used to track progress and improvement of the employee over his / her employment and thus it is an appropriate instrument for further assessment. The advantage of a competency model is the possibility of its integration into the IT infrastructure of the city, which automates some of the activities and provides even greater comfort during application of Smart Administration concept.
MEPCO currently applies competency model into the city of Most as a part of the project The Competence Toolbox of the Municipality of Most.
